Make phone number editable/noneditable without XMPP restart
We recently introduced a feature in Vina 10.3.6 that makes the phone number field non-editable with an XMPP restart. Maryland would like to see this possible without an XMPP restart, which is very impactful.

Change time between call forward attempts
