A critical part of troubleshooting an issue is identifying the health of the badge itself. What the user might interpret as 'choppy audio' might be a faulty speaker on their badge, faulty microphones on the badge of the person that called them, poor battery health or issues with the radio. It is often impractical to either retrieve the badge for testing or to get to the badge to test it - in many large deployments the administrator is separated from the badge user by miles. Running tests from the admin console would help identify badges in need of RMA or replacement.
