When an alarm message is either accepted or rejected, it is automatically removed from the badge list so the user does not confuse it with another message. An alternative to this would be once a message is accepted or rejected, the envelop changes to a checkmark or No-slash symbol so the user knows that they have addressed that alarm.
Thank you for submitting your idea. Depending on your configuration/server version the experience may differ. Alerts commonly are removed once they pass their time to live. On platform 6, a declined alert is also automatically removed. Any alert that has been opened, will be reflected as such in the UI by the change in its colour.
