Badge Update Flag

In some cases, a customer may need a badge property or fw update, but not urgently enough to trigger additional downtime. An update flag could allow customers to choose a seamless update (for example, only apply update on next bootup) or urgent update (current default behavior, as soon as Voice service is restarted).

This can provide some flexibility, such as customers not having to wait for odd after-hours when trying avoid

downtime during peak hours.

    During review comments made about using this to avoid delays in making changes because have to wait for scheduled downtime. No user control of their individual update experience, but give Admins the control to have the updates done when the badge next reboots, or scheduled for a specific window.
