Configure Call Waiting: Disable per user, or globally

A recent update added Call Waiting. When you are on a call already, and a new call comes in, you hear a pleasant 'beep-beep' tone. Call waiting is great for many circumstances, but not all. There currently is no way to turn this off short of replacing the 'call_waiting.wav' file with a new one which is a short bit of silence. (Thank you Martin for helping us with that!)
We would like to be able to turn this feature off, rather than hack it. Idealy, we would like to be able to turn it on of off for any given user (per-user configuration). As a step in the right direction, having a configuration control to turn it off globally would be fine.
The problem with leaving it on and using a silent audio file is that it takes longer for the caller to get put to the next step in the call cycle (next possible person on Vocera or voice-mail), which is, of course, not great for customer service. By turning the call waiting off, the calls get through their cycle just a little faster, helping us improve our customer service. Every little bit counts these days!
