Identify if user is on/off network, for users with no recorded greeting

Genie does not provide information to tell if called party with recorded greeting is on/off network,
like can be ascertained for users with no recorded greeting.

User1 records a greeting.  User2 has no greeting.

Case1: User1 calls User2.  User2 is on network, doesn't answer

User1: Call User2
Genie: Finding User2.  (no answer)
Genie: <plays User2 greeting>, Would you like to leave a msg?

Case2: User1 calls User2.  User2 is off network.

User1: Call User2
Genie: Finding User2.
Genie: <plays User2 greeting>, Would you like to leave a msg?

Case3: User2 calls User1.  User1 is on network, doesn't answer.

User2: Call User1
Genie: Finding User1.  (no answer)
Genie: I'm sorry User2 isn't reachable at the moment, Would you like to leave a msg?

Case4: User2 calls User1.  User1 is not on the network.

User2: Call User1
Genie: Finding User1.
Genie: I'm sorry User2 is not logged in at the moment, Would you like to leave a msg?

Users who have no recorded greeting, are identified as not reachable at the moment (but on network), or
as not logged in at the moment (not on network).

My customer would like this differentiation made, followed by their greeting, and option to leave a message.
