VCS on-call list update voice group

We would like to see the VCS on-call groups to update group membership in voice, and vice versa.
There are groups in our site that exclusively use VCS phones.  They receive text messages from other VCS users most of the time.  They also receive voice calls from the staff using a badge.  When the badge call is placed to the group, it doesn't follow the VCS on-call active member and doesn't know who to route the call to.  Text messages will follow the VCS on-call group.
