Make forwarding to a group pager the same as unanswered user call prompt

When we put in a pager number for a group and no users in that group are logged in, the genie should ask if you want to page this person. Instead it will just page them automatically depending on whether you have a pager number assigned and calls forwarded to that pager. For users, if you call a user, and he/she does not answer, the system would ask if you would like to send a page or leave a message. This is how the functionality works still for a user.  (It would be good) if the system would be consistent in the way it calls a pager for a user compared to the way it calls a pager for a group.
