Removal of Voice Connection for Android VCS users

When an Android device using VCS is not licensed/configured for Voice, the device constantly states it is not connect to server on the lock screen. This message is confusing to our customers as they believe VCS is not connected when in actuality, it's just the voice portion that's disconnected.

    It's also annoying to keep getting these messages. How to disable? Or have a toggle to deliberately turn off the voice, which should tell the app that we don't want these notifications since the setting is deliberate rather than accidental.
